Yn sgil "Lake Vyrnwy" ga'i ofyn i bwy yn union fydd yr arian yn mynd, h y i'r Cyngor Cymuned, i'r RSPB, neu Dwr Hafren-Trent [Hafren-Dyfrdwy] neu endyd arall?
I understand that the Welsh Government through Powys Council has awarded money to Llanwddyn.
In the wake of "Lake Vyrnwy" can I ask to whom exactly the money will be going to, i.e. to the Community Council, to the RSPB, or Severn-Trent Water [Severn-Dee] or other entity?

Mae Cyngor Sir Powys wedi llwyddo i dderbyn cyllid trwy Gynllun Pethau Pwysig Croeso Cymru (Llywodraeth Cymru), cronfa sy’n cefnogi datblygiad seilwaith cyfalaf graddfa fach mewn safleoedd ymwelwyr allweddol ledled Cymru. Mae Cyngor Sir Powys wedi gweithio mewn partneriaeth gyda thair ardal o fewn y sir i ddatblygu’r cais, a gymeradwywyd yn Ebrill 2022. Yr ardaloedd dan sylw oedd Llyn Efyrnwy, Llandrindod ac Aberhonddu; dewiswyd yr ardaloedd/trefi hyn oherwydd iddyn nhw gyflawni gwaith dichonoldeb yn ddiweddar ar brofiad ymwelwyr â’r ardaloedd hynny, gan nodi meysydd angen penodol oedd yn gweddu i feini prawf y Cynllun Pethau Pwysig.
Cyfanswm cost ‘Prosiect Profiad Ymwelwyr â Phowys’ yw £268,000, a dyfarnwyd grant gwerth £210,400 i Gyngor Sir Powys trwy Gynllun Pethau Pwysig, er mwyn cwblhau’r gwaith erbyn Mawrth 2023. Mae’r gweddill y cyllid cyfatebol yn cael ei gyfrannu gan bartneriaid yr ardal/trefi, ac yn achos Llyn Efyrnwy, mae Hafren Dyfrdwy, RSPB a Chymdeithas Marchnata Llyn Efyrnwy wedi ymrwymo i gyfrannu cyllid cyfatebol gwerth £19,000 i’r prosiect.
Mewnperthynas â gwireddu’r prosiect, Cyngor Sir Powys fydd yn arwain y prosiect, a thelir yr holl gyllid grant gan Lywodraeth Cymru i Gyngor Sir Powys, fydd yn gweithio gyda’r grwpiau dynodedig yn y trefi i gaffael y gwaith seilwaith, penodi a thalu’r contractwyr llwyddiannus. Cyngor Sir Powys sy’n gyfrifol am gyllidebau’r prosiect, rheolaeth ariannol a hawlio taliadau, ac oherwydd hyn, Cyngor Sir Powys fydd yn gyfrifol am ddal a dosbarthu holl gyllid y prosiect, i’w wario ar yr elfennau penodol a bennwyd yng nghais y prosiect.
O safbwynt elfennau prosiect Llyn Efyrnwy yn benodol, mae’r rhain fel a ganlyn -
CynllunProfiad Ymwelwyr â Llyn Efyrnwy (£95,000) Gwelliannau i’r maes parcio ger yr Hen Bentref a Rhiwagor, gosod meinciau picnic a rheseli beiciau, gwella mynediad at y cuddfan adar ar lannau’r llyn a gwelliannau i fyrddau dehongli a dau o lwybrau cerdded er mwyn gwella mynediad, uwchraddio man picnic Llechwedd-du er mwyn gosod byrddau picnic sy’n cydymffurfio â gofynion y Ddeddf Gwahaniaethu ar sail Anabledd, adnewyddu adrannau o’r rheiliau metel o gwmpas y llyn, sydd yn nodwedd dreftadaeth bwysig.
Byddgweddill cyllid y prosiect yn cael ei reoli yn union yr un ffordd ar gyfer Cynllun Profiad Ymwelwyr ag Aberhonddu (£48,000) a Chynllun Profiad Ymwelwyr â Llandrindod (£125,000).
Mae datganiad i’r wasg am ddyfarniad y cyllid yn cael ei lunio, a chaiff ei ryddhau unwaith y caiff ei gymeradwyo gan dimau cyfathrebu Llywodraeth Cymru a Chyngor Sir Powys.
Dyrannwydcyfanswm o £2.9miliwn trwy gynllun Pethau Pwysig Llywodraeth Cymru ar draws Cymru i gyfanswm o 18 prosiect, fydd yn helpu gwireddu gwelliannau seilwaith graddfa fach mewn lleoliadau twristiaeth sy’n bwysig o safbwynt strategol ledled Cymru.

Powys County Council has been successful in a bid for funding from the Visit Wales (Welsh Government) Brilliant Basics Scheme, a fund which supports small scale capital infrastructure development in key visitor sites across Wales. Powys County Council worked in partnership with three areas within Powys to develop the application which was approved in April 2022. The areas were Lake Vyrnwy, Llandrindod Wells and Brecon, and these areas/towns were chosen as they had recently done feasibility work on the visitors experience in those areas and had specifically identified areas of need that were compatible with the criteria of the Brilliant Basics Scheme.
The total cost of the ‘Powys Visitor Experience Project’ is £268,000, and Powys County Council was awarded £210,400 grant from the Brilliant Basics Scheme, for works to be completed by March 2023. The remaining match funding is coming from the area/town partners, and in the case of Lake Vyrnwy, match funding of £19,000 in total has been committed to the project by Hafren Dyfrdwy, RSPB and the Lake Vyrnwy Marketing Association.
In respect of project delivery, Powys County Council is the project lead, and all grant funding from Welsh Government will be paid to Powys County Council, who will work with the designated groups in the towns to procure the infrastructure works, appoint and pay the successful contractors. Powys County Council are responsible for the project budgets, financial control and claims, and for this reason, all project funding will be held and distributed by Powys County Council, to be spent on the specific components that were included in the project application.
In terms of the Lake Vyrnwy project components specifically, they are as follows -
Lake Vyrnwy Visitor Experience Scheme (£95,000) Car park improvements at Old Village and Rhiwagor, installation of picnic benches and cycle racks, Lakeside bird hide access improvement and interpretation, walking route improvements to two trails to enhance access, upgrading of Llechwedd-du picnic area to introduce new DDA picnic tables, restoration of sections of metal railings around the lake which are a key heritage feature.
The remainder of the project funding is being managed in exactly the same way for the Brecon Visitor Experience Scheme (£48,000) and the Llandrindod Wells Visitor Experience Scheme (£125,000).
A press release about the award of funding is being written, and will be released as soon as it is signed off by Welsh Government and Powys County Council communications teams.
Across Wales, £2.9m from the Welsh Government’s Brilliant Basics scheme has been allocated to a total of 18 projects that will help deliver small-scale infrastructure improvements in strategically important tourism locations across Wales.
