In response to a question regarding the management of the manure the Senior Planning Officer advised that in the application as originally submitted the manure would be taken to another farm for spreading. However, in this amended application the manure would be transported to an anaerobic digester plant in Whitchurch. A condition was recommended which would prohibit the spread of manure on the land and if the applicant wished to do so, a new application would need to be made. She advised that the application indicated that of the 46 lorry movements per flock, six lorry movements would be for the transport of the manure. The capacity of the Whitchurch Biogas plant to take the manure was questioned. The Senior Planning Officer advised that there are contingency measures included in the manure management plan, which could include some storage at the application site but the intention was that the manure would be collected by Whitchurch Biogas.
She advised that the applicant had demonstrated a need for the development through the application process and the report looked at the balance between the proposed development and its impact and benefit of home grown food. However, she advised that the application had to be determined in line with planning policy and officers considered that it was not contrary to any planning policy. The Committee was advised that the approved housing development 500 metres from the application site was a material consideration. The Senior Planning Officer advised that the housing development had been considered and the current application does not have an unacceptable impact on the housing development.
In response to question regarding cumulative impact the Senior Planning Officer advised that there is no guidance or planning policy regarding the definition of intensive agriculture. However, the Planning Authority had agreed that units in a 5km radius should be taken into account when considering cumulative impact. Therefore, all intensive poultry units [IPUs] had been taken into account when considering the impact of this application in terms of noise and odour. She also advised that the Environmental Statement concludes that there is no impact at this point in time.
In response to a question regarding the rights of way the Senior Planning Officer advised that Countryside Services had not objected to the application. The Professional Lead – Planning advised that an Informative Note was proposed to ensure the applicant was aware that a Temporary Traffic Regulation Order would be required when any works were needed on the highway in respect of the installation of pipework.
In response to a question regarding the control of flies the Environmental Health Officer advised that the Environmental Permit had been granted by Natural Resources Wales [NRW] and a condition was recommended in respect of the control of pests.
It was moved and duly seconded to approve the application as recommended by the officer.
