    Amlygodd yr adroddiad blynyddol diweddar i’r Comisiynydd Iaith nifer o ddiffygion gan y Cyngor Sir.  Wrth rhoi sel bendith i’r adroddiad gwnaeth aelodau y Cabinet yn glir bo angen gwella’r sefyllfa.

     

    Wrth i’r Cyngor symud ymlaen i agor eu swyddfeydd i’r cyhoedd, a allwn cael addewid clir fe fydd y Cyngor yn gweithredu yn unol a’r Safonau Iaith gan gynnwys yn benodol sicrhau bo holl staff derbynfeydd y Cyngor yn rhugl ddwyieithog fel a ddisgwylir.

     

    Mae Deddf Iaith 2011 yn datgan yn glir – “Ni ddylid trin y Gymraeg yn llai ffafriol na’r Saesneg.”  A allwn cael sicrwydd fydd Cyngor Sir Powys yn gweithredu yn gyson ag hyn.

     

    The recent annual report to the Language Commissioner highlighted a number of failings by the Council.  In approving the report Cabinet members made it clear that the situation had to be better.

     

    As the Council moves forward to open it’s offices to the public, can we have a clear assurance that the Council will be implementing in accordance with the Language Standards and specifically ensure that all the reception staff are fully bilingual as expected.

     

    The 2011 Act is perfectly clear – “The Welsh language should NOT be treated less favourable than English.” Can we therefore have an assurance that the Council will be acting in accordance with this law.

    Gallwn sicrhau’r Aelod y bydd gennym wasanaeth Cymraeg a Saesneg yn nerbynfa Neuadd y Sir sy’n cydymffurfio â Safonau’r Gymraeg.  Mae staff y dderbynfa’n hollol ddwyieithog.

     

    Mae gennym arwydd wrth y dderbynfa sy’n datgan yn Gymraeg fod croeso i ymwelwyr ddefnyddio’r Gymraeg wrth y dderbynfa.  Mae dau aelod staff sy’n gallu cynnig gwasanaeth Cymraeg yn y dderbynfa ac yn gwisgo laniard i gyfleu hyn.

     

    Bydd agor adeiladau eraill yn cael eu hystyried yn unol â Safonau’r Gymraeg.

     

    Bwriedir cynnal adolygiad o’r ddarpariaeth gwasanaethau cwsmer yn gyffredinol eleni a bydd y canlyniadau’n cael eu defnyddio wrth ystyried y ddarpariaeth yn y dyfodol.

     

    Byddwn nawr yn mynd ati i sefydlu’r Gweithgor trawsbleidiol fel y cytunwyd gan Arweinwyr y Grwpiau mewn cyfarfod anffurfiol yn y Sioe Fawr.

    Safonau’r Gymraeg o ran derbynfeydd:

     

    Safon 64

    Rhaid i unrhyw wasanaeth derbynfa sydd ar gael yn Saesneg hefyd fod ar gael yn Gymraeg, ac ni ddylid trin unrhyw un sydd angen gwasanaeth Cymraeg wrth y dderbynfa, yn llai ffafriol na rhywun sydd angen gwasanaeth derbynfa Saesneg.  Rhaid i chi gydymffurfio â safon 64 o ran y canlynol erbyn 30 Mawrth 2016:

     

    •           Prif wasanaeth derbynfa y sefydliad. 

     

    Rhaid cydymffurfio â safon 64 o ran y canlynol erbyn 30 Medi  2016:

     

    •           Pob gwasanaeth derbynfa arall.

     

     

    Safon 67

    Rhaid gosod arwydd yn y dderbynfa sy’n nodi (yn Gymraeg) fod croeso i ymwelwyr ddefnyddio’r Gymraeg wrth y dderbynfa.

     

    Safon 68

    Rhaid sicrhau fod staff y dderbynfa sy’n gallu darparu gwasanaeth Cymraeg, yn gwisgo bathodyn i gyfleu hynny.

    Apologies for the delay in responding.

     

    We can assure the member we will have a Welsh and English reception service at County Hall that conforms to the Welsh Language Standards. Staff working at reception are fully bilingual.

     

    We have a sign in reception which states in Welsh that people are welcome to use the Welsh language at reception. There are two members of staff who can provide a Welsh language reception service and they wear a lanyard to convey this.

     

    Any further opening of buildings will be considered in line with Welsh Language Standards.

     

    A review of the wider customer services provision is planned to be conducted this year with the results helping to inform our future provision.

     

    We will now be moving to establish the cross-party Working Group as agreed by Group Leaders at an informal meeting at the RWS.

     

    Appendix 1

    Welsh Language Standards regarding Receptions:

     

    Standard 64

    Any reception service you make available in English must also be available in Welsh, and any person who requires a Welsh language reception service must not be treated less favourably than a person who requires an English language reception service. You must comply with standard 64 in relation to the following by 30 March 2016:

     

    •           The body’s main reception service 

     

    You must comply with standard 64 in relation to the following by 30 September 2016:

     

    •           Every other reception service
