I've been approached by local residents asking if I can seek clarity from your planning department on the policy and how the council manage the accumulative impact of poultry units across the county

My understanding is that the remit for considering applications for intensive poultry units in Powys requires that the planning authority can consider only the particular application in consideration. It can only be considered in light of its own environmental impact. I take this to mean that the remit does not allow for the accumulated effect of a number of IPUs. So as I understand the remit cannot consider how a single application can contribute to the overall environmental load from other IPUs in the area.
Is this correct?
I would welcome clarification on this matter.
