Minutes:

(a)       County Councillor K Laurie-Parry declared a prejudicial interest in application 21/0583/FUL.

 

(b)       The Committee noted that no Member requested that a record be made of their membership of a Community Council where discussion had taken place of matters for the consideration of this Committee.

 

(c)        County Councillor K Laurie-Parry (who is a member of the Committee) declared that she would be acting as ‘local representative’ in respect of application 21/0583/FUL.

 

(d)       The Committee noted that no Member (who is not a member of the Committee) would be speaking as the ‘local representative’ in respect of any application on the agenda.

County Councillor K Laurie-Parry spoke as the local representative.

Mr M Bouette spoke against the application.

Mr B Davies spoke as the agent.

 

It was noted that two committee members had experienced technical issues.  In response to a question from the Solicitor County Councillor E M Jones advised that he had heard all the speakers and confirmed that he would continue as a decision maker.  County Councillor F Jump advised that she had not heard all the speakers and would therefore not be a decision maker.

 

In response to questions regarding the location of the child’s play roundabout the Senior Planning Officer advised that if the Committee was minded to approve the application a condition was recommended regarding the location of the child’s play roundabout.

 

In respect of phosphates the Professional Lead – Planning advised that the Talgarth wastewater treatment works could already strip out phosphates and that there were plans to upgrade this works.  Senior The Planning Officer in response to questions about parking facilities advised that the six current parking spaces would be retained and that each new dwelling would have off road parking.  The Highways Officer advised the current parking was for existing residents. 

 

In response to questions regarding the village green application the Professional Lead – Planning advised that this would be considered under separate statutory legislation.  If the Committee was minded to approve the planning application, development could not commence until the village green application had been considered.

 

It was moved and duly seconded to approve the application as recommended by the officer.

 

RESOLVED:

The Committee received for information a list of decisions made by the Head of Property, Planning and Public Protection during the period between 1 September 2021 and 21 September 2021.

Following the discussions at the previous meeting, to note the Portfolio Holder’s response to a question regarding blended meetings.  The Head of Legal and Democratic Services will attend the meeting for this item.

The Chair welcomed the Head of Legal and Democratic Services to the meeting.

 

The Committee noted the Portfolio Holder’s response to a question regarding blended meetings, whereby some meeting participants could be in County Hall and others could be in other locations including their own homes.  Comment was made that some members would prefer to meet in County Hall, online meetings saved members travelling and covid infection rates were still high.  In response to a question about how speakers viewed online meetings it was noted that when online meetings were first used, speakers were asked for feedback on the process of accessing the meetings.  This was generally positive. 

 

The concerns about the implications of the new legislation for remote meetings on community councils was noted by the Head of Legal and Democratic Services.  The Head of Legal and Democratic Services advised that 19 people could be accommodated in the Chamber in County Hall based on the current Welsh Government guidelines and that the facility had no windows and used mechanical ventilation.
