Question:

 

Will the Council’s Planning Policies permit dwellings to be built to Passivhaus standards so that new developments leave as low a carbon footprint as possible in respect of heating and other energy needs?  Will the Council thus become more flexible about materials used in construction and external appearance so as to meet these needs and to keep the embodied energy of the building as low as possible?

The Powys Local Development Plan, 2018 already includes policies that enable and support sustainable / low carbon, energy efficient construction, although individual planning applications will be determined on their own merits including their locational context.  Further information is also provided in Supplementary Planning Guidance: Residential Design, Jan 2020.
