I am conscious that there may be other County Councillors like myself, who need to know about the process that they and Communities in their Ward, should follow in engaging with Developers for Community Gain as opposed to Section 106 Agreements, which I believe are the responsibility of the Section 151 Officer to agree for each development.

 

Can I ask the Leader, what advice can the Leader provide to County Councillors as to best practice for County Councillors, to becoming aware of such developments, in its infancy stage?

 

Is there a Powys Protocol that you as Leader would like all County Councillors, to follow in seeking such funding?

Guidance for Councillors looking to engage with developers is contained within the Councils Planning Protocol. This is available from the Council’s website. If anyone is in any doubt, contact with Democratic Services is recommended.

 

With regards to Councillors becoming aware of developments in their infancy, there is a process called ‘pre application consultation’ (PAC) that applicants need to follow for major proposals. This process requires Town & Community Councils and relevant County Councillors to be consulted on development proposals before a planning application is submitted. Unfortunately there is currently no process such as this for other types of applicants.
