Question from: County Councillor Jackie Charlton Subject: Medical and Clinical Support in Care and Nursing Homes
Question: Medical and Clinical Support in Care and Nursing Homes in Powys Yesterday 15 people were reported to have died in a care home in Luton. This is the third such report. In the news report reassurance was given that public health advice is given to all care settings to stop the virus spreading in England. What it fails to do is give reassurance that medical and clinical care is available to care and nursing homes when cases are reported. Whilst it is difficult to achieve that type of care to all home settings care and nursing homes are already providing care and in some cases medical and clinical care.
What assurances can you give that the Partnership Board with the key Gold and Silver Command network are able to provide medical and clinical support to care and nursing homes if an outbreak of Coronavirus is reported?
It is not unreasonable to ask for assurance for families who have relatives in our care and nursing home settings. Can you confirm they are given the full support and medical attention they need whilst keeping them isolated and out of reach of loved ones. Minutes: Response by the Portfolio Holder:
There are care homes in Powys where residents have COVID-19. Public Health Wales has, today (9 April 2020) published guidance for caring for individuals in care homes in this situation and on managing the care homes in order to stop infection. This guidance has been sent to all care homes in Powys and is supported by additional information the Council is providing all care providers weekly.
Care homes are supported normally by local General Practitioners and community nurses as required and this will continue throughout this period. However, it may become difficult to maintain all services if and when the pandemic becomes a real challenge across Powys. If residents become seriously unwell, hospital care may be required for residents where they would access medical care.
Any further assurance of provision during the pandemic would need to be sought from the Powys Teaching Health Board.
