CJE provided an update on progress since the last Board meeting on 23rd July. In October, the formal joint response from both the UK and Welsh Governments on the Vision for Growing Mid Wales document submitted in May was received. The letter from the Minister for Economy, Transport and North Wales and the Parliamentary Under-Secretary of State for Wales was a clear acceptance of the case having been made in Mid Wales for a Growth Deal, and positive confirmation of the approach undertaken by the region to date and affirmation of the way forward.

 

Officers would be meeting civil servants from both governments on 11th November to develop the scope and underpinning detail of the initial Heads of Terms agreement. It was envisaged the process to agree Heads of Terms would be as follows:

·              Officers to scope the initial detail and draft agreement (early November).

·              Members to provide a view at the next Joint Committee/Board meeting on 4th December 2020 (pending good tripartite progress by officials).

·              Ministerial meeting with both Leaders (scoping to be held immediately after the Board meeting 4th December) – to agree/sign.

CJE explained that the purpose of the Portfolio Business Case was to provide an overview of the Mid Wales Growth Deal and its potential constituent Programmes/Projects. It was a live document that would evolve over time and be updated regularly as programmes and projects develop. It would ensure there was a continual review of what the Growth Deal was delivering on all its objectives. It would also ensure the Growth Deal can respond to opportunities within the 8 Strategic Priorities identified in the strategy within the Vision for Growing Mid Wales document.

 

The Portfolio Business Case followed the structure of the Five Case Model and had been developed with the assistance of Joe Flanagan, the leading authority in this field. All projects would have to demonstrate that they would contribute to growing the economy and jobs.

 

Officers were compiling the first draft Long-List containing all the known programmes, projects and activity that had been raised in the region throughout the engagement of the past year. There is a single sentence and title on each investment currently identified, with an arbitrary categorisation of time (short, medium, long) and an assessment of its criticality to the regional ambition set out in the strategy (Must, Should, Could). CJE stressed that this was an initial long-list which was not definitive at this stage of the process and could be added to, amended as further engagement on it is undertaken. All projects would have to demonstrate that they would contribute to growing to the economy or jobs.

 

The Board welcomed the progress made to date. Members asked about engagement with the ESG and business community and it was confirmed that the ESG would be consulted on the long list.

The Board considered the report setting out how the Regional Learning and Skills Partnership for Mid Wales (the “RLSP”) would be established, how it would be governed and managed, its vision, mission and objectives and its Terms of Reference.

 

The vision of the RLSP was to align the public and private sectors in order to address supply and demand issues for an effective agile workforce, with the appropriate skill level to attract inward investment to Mid Wales and improve communication networks between sectors to understand and identify learning and career pathways into long term, appropriate employment for the citizens of Mid Wales.

 

The RLSP would be governed by a Board which would be one of three advisory boards which feed into the Growing Mid Wales Joint Committee.  Board noted and welcomed the proposed membership of the Board which would ensure that there would be strong business and employer representation.

 

DECISION:    To approve the Terms of Reference for the RLSP Board.

The Board noted that the Inter Authority Agreement  would need to be amended to reflect the changes to the Regional Learning & Skills Partnership for Mid Wales (the “RLSP”) agreed by the Board. These changes would need to be approved by both respective Cabinets.

 

DECISION: to recommend to the Cabinets of both Authorities that the Inter Authority Agreement is amended to insert a new Schedule 4 (as set out in Appendix 1 to the report) into the IAA to replace the original Schedule 4.
