Question: Please could you tell me what services in the Transformation & Democratic Services department are statutory and which services are non-statutory and how many members of staff are assigned to each service?

Thank you for the question.
The Transformation and Democratic service is part of corporate services and provides a range of both statutory and non-statutory functions. The support from the service is fundamental to the delivery of Sustainable Powys.
In total, there are 44 members of the team (which equates to 39.6 full-time equivalents (FTE) as many staff are part-time).
The table below provides a breakdown of headcount and FTE by team.

The teams that provide statutory functions ensure that the Council meets it statutory obligations under: • Local Government and Elections (Wales) Act 2021 • Wellbeing of Future Generations Act 2015 • Social Partnership and Public Procurement (Wales) Act 2023 • Equality Act 2010 (statutory duties) (Wales) regulations • Welsh Language Standards (Welsh Language Measure 2011) • Local Government Act 1972
It is important to note that those teams deemed non-statutory provide support to many statutory functions within the whole organisation. For instance, many aspects of work provided by the Business Intelligence support the Director and Heads of Social services with insight and intelligence to: • plan both current and future service delivery, as well as • provide assurance. The team also provide statutory returns to Welsh Government on behalf of front-line services.
