Question: The implementation of the 20mph speed limit throughout many parts of Powys has now been completed, with a few snagging list issues outstanding.
Of the original budget set by Welsh Government for this programme, would you please publish a detailed account of how the funds have been spent in Powys? In particular:
Actual v promised budget allocation, with a final balance.
Total number of signs procured and at what cost. How many suppliers were contracted to supply them. Were these supplier(s) drawn down from a framework agreement or engaged from tender process? Was the public sector procurement process managed by Powys or Welsh Government?
Number of signs
installed and associated total installation costs. Where third
parties were engaged to complete the installation, how many were
engaged and by which procurement process were they
contracted.
Number of traffic orders placed and at what cost. A breakdown of traffic order costs please (statutory adverts and legal fees etc).
Number of adverts to the general public regarding the change, by which media, and at what cost.
Any miscellaneous costs associated with the programme, including any cross-charging accrued by Powys Council for management of the programme.
Finally, what has become of the old signs which have been replaced? Can they be re-used?

Actual v promised budget allocation, with a final balance? · For 2023-24 £1.6M grant awarded. Expenditure to date £1,256,642.82 spend anticipated to be within grant allocation for financial year.
Total number of signs procured and at what cost? How many suppliers were contracted to supply them? Were these supplier(s) drawn down from a framework agreement or engaged from tender process? Was the public sector procurement process managed by Powys or Welsh Government? · 1931 signs ordered. Supplier selected through mini competition from a Framework in place created by Merthyr CBC and open to all Welsh Authorities to utilise. Process managed by Powys CC
Number of signs installed and associated total installation costs? Where third parties were engaged to complete the installation, how many were engaged and by which procurement process were they contracted? ·
All installed in house. Actual costs not
separated from other works such as removal of redundant 30mph
roundels and red patches etc. · N/A
Number of traffic orders placed and at what cost? A breakdown of traffic order costs please (statutory adverts and legal fees etc)? · 5 TROs only costs for adverts are separated £59,297.16
Number of adverts to the general public regarding the change, by which media, and at what cost? 2 adverts for each TRO therefore 10 in total. · Adverts placed in Powys County Times and the Brecon and Radnor Express cost as above.
Any miscellaneous costs associated with the programme, including any cross-charging accrued by Powys Council for management of the programme? · None
Finally, what has become of the old signs which have been replaced? Can they be re-used? · Signs have been recycled however good signs that could be used again have been kept in store.
