Question:
The Welsh Government has announced that from September it is expanding Flying Start. Therefore, can the Council advise what it is planning for in terms of this expansion and can it set out the additional areas that will now be included in Flying Start?

We have been informed that the first phase of the expansion of Flying Start, will start in September 2022, and include all four elements of the current programme: • enhanced Health Visiting, • support for speech, language and communication, • parenting support • childcare
It is the Welsh Governments intention to reach a further 2,500 children under four, across Wales, during this phase. We are awaiting the publication of expansion guidance that will then support us to identify suitable and appropriate areas that could be included in the expansion under Phase 1.
The criteria set out by the Welsh Government will determine the areas of focus for Phase 1 and will reflect the following three priorities: - addressing deprivation - supporting and increasing Welsh language provision - addressing gaps in availability of provision.
The expansion will require close partnership working between the local authority, Powys Local Teaching Health Board and the third sector, in order to deliver on the priority areas identified. We continue to work with Welsh Government and will develop our plans as further updates become available. |
