Question:
I understand the authority’s Waste and Recycling facilities are insured by external insurance provider(s). Please confirm the Authority’s insurer(s) for waste-handling facilities — specifically the North Powys Bulking Facility, has provided confirmation that all fire risks associated with this facility are fully acceptable to them, given the failure of the authority to provide any form of automatic fire suppression at the Abermule facility (as would be required under the Environment Agency’s fire safety regulations.) Such a system would considerably reduce the risk of a small fire developing into a major conflagration, along with the associated environmental and substantial financial risks.

Thank you for your question regarding insurance at the North Powys Bulking Facility.
The Council has insurance cover in place for all its buildings including the Waste and Recycling Facilities. The insurers have been provided with all the relevant details for this bulking facility, including the Fire Prevention and Management Plan which has been submitted to Natural Resources Wales (NRW) as part of the permit application. It is then up to the insurers to assess the risks when providing the cover.
For clarification, it is NRW who provide the function of the Environment Agency in Wales, and their guidance does not stipulate any particular form of fire suppression. When resubmitting the application, including the revised Fire Prevention and Management Plan, all comments from NRW were taken into account and it is for them to make a decision on whether it satisfies their requirements.
