Question:
As of 20 October, councils can start the process of changing planning so that anybody wishing to buy a second home has to apply for change of use in planning. Will Powys Council start to implement that power in order to assist those that want to see living communities all year round.

The recent changes to planning legislation and policy for second homes and short-term holiday lets, announced by Welsh Government, are designed to support local authorities in managing the impact of second homes and short-term holiday lets in their areas.
The changes enable local planning authorities to develop policies and use Article 4 directions and planning conditions to address local circumstances in specific, targeted locations within their areas, where supported by evidence.
The Planning Services will need to gather evidence relating to the prevalence of second homes and short-term holiday lets and analyse the significance of any impacts at a local level within its area. The local planning authority will consider whether the evidence suggests that a local policy approach should be developed as part of the Replacement LDP process. The resource implications of developing, implementing and monitoring a local policy approach will need to be carefully considered as part of this process.
The Planning Policy team is currently working with other sections of the Council, including Council Tax and Housing, to establish the evidence base around second homes and short-term holiday lets at a local level within the Powys LDP area. Consultation will take place on any proposed policy approaches and supporting evidence as part of the Replacement LDP process.
