Question from: County Councillor Gareth E Jones Subject: Llanidloes CP School Catchment
Question:
When Llangurig CP School closed around 15 years ago, Llanidloes CP School was named as the receiving School for the pupils in School at the time of the closure and the catchment of Llanidloes CP School was extended to include the previous catchment area of Llangurig CP School.
Can the Portfolio holder please confirm that the former catchment area of Llangurig CP School still remains part of the catchment for Llanidloes CP School and if not what changes have been made to the catchment area of Llanidloes CP and what date were these changes implemented from?
Minutes: Response by the Cabinet Member:
Many thanks for your question regarding the catchment area of Llanidloes CP and apologies for the delay in responding.
There are two elements to your question regarding catchments.
Firstly, from an admissions perspective, a learner and their family for admissions purposes, are legally (WG schools admissions code 005/2013) allowed to apply to a school of their own choice and if there is capacity within the school PAN, a school place will be allocated. If a school is over-subscribed, all applicants will be considered against the over subscription criteria as documents in the admissions information and arrangements document (these arrangements are consulted upon annually as per criteria within the WH schools admissions code 005/2013, point 2.5). This is with the exception of children looked after, children previously looked after, or children with a statement of Special Educational Needs (SEN) or a local authority maintained individual development plan (IDP), who will be given priority before these criteria are considered. The following criteria are applied, in order of priority when allocating primary school places:
a. The presence of an elder sibling residing at the same household, with the household being the nearest primary school, when the pupil commences at the school. To qualify, primary siblings must be in Reception toYear 6 and, in the case of an All-Through school, secondary siblings must be inYears 7 – 13
b. The primary school is closest to the location of the home.
c. Anymedicalandsocialneedsrelatingtotheindividualchildwhereattendanceat particularschoolisessential. Evidencewillberequiredtoaccompanytheapplicationform.
d. The presence of an elder sibling residing at the same household, with the household NOT being the nearest primary school, when the pupil commences at the school. To qualify, primary siblings must be in Reception toYear 6 and in the case of an All-Through school, secondary siblings must be inYears 7 – 13
e. The location of the home in relation to the school and alternative schools if the primary school applied for is not the one which is closest to the home location.
Therefore, from an admissions perspective we don’t use catchment areas, but ‘the primary school closest to the location of the home’ as part of the oversubscription criteria.
Secondly, from a transport perspective (policy consulted on and adopted in 2020), the policy states nearest suitable or catchment school (with the catchment applying to primary schools within a secondary school cluster). Therefore, any child attending Llanidloes CP would be considered a part of Llanidloes HS catchment (as long as the primary was the learners’ closest school).
