Question from: County Councillor Gareth Ratcliffe Subject: 20mph zone Hay consultation and Sheep house bends concerns
Question:
Thank you for your presentation on the Welsh Government proposed changes in legislation to 20mph zones in communities. I welcome you working with Herefordshire on ensuring the bordering area is not left out. When you have reviewed the maps and are in position to consult I hope you will engage with the town council and the community on the exact details. In light of having to do a traffic order and the cost coming under on blanket are the council willing to discuss the reduction in the road between Hay and Glasbury at the sheep house bends. This is an accident hot spot and sadly we have seen loss of life along this road in past years. This has been raised previously and it was rejected due to cost. As I am covering the Glasbury ward with neighbouring councillors I would welcome a discussion on this please.
Minutes: Response by the Portfolio Holder:
The process for changing speed limits associated with the scheme to make restricted roads 20mph can only include those limits directly associated with the scheme. Thus any consideration for a limit at the sheephouse bends could not be included.
Any other request for a speed limit needs to be considered on its own merits and in accordance with the guidance from Welsh Government. As referenced within the presentation, the Welsh Government are in the process of updating their guidance on setting local speed limits therefore it is prudent to wait until that document is available and also the changes necessary for the 20mph scheme is completed prior to considering any other changes.
Once the exception maps, and other maps requiring modifications to the speed limits, are produced we will then undertake the required consultations to make any necessary traffic orders.
