I've been approached by local residents asking if I can seek clarity from your planning department on the policy and how the council manage the accumulative impact of poultry units across the county

 

Planning permission for intensive poultry units

 

My understanding is that the remit for considering applications for intensive poultry units in Powys requires that the planning authority can consider only the particular application in consideration. It can only be considered in light of its own environmental impact.  I take this to mean that the remit does not allow for the accumulated effect of a number of IPUs.  So as I understand the remit cannot consider how a single application can contribute to the overall environmental load from other IPUs in the area.

 

Is this correct?

 

I would welcome clarification on this matter.

Thank you for your question.  Individual planning applications must be determined on their own merits and in accordance with the development plan unless material considerations indicate otherwise.  Cumulative impacts are taken into account by the Planning Authority when determining planning applications for intensive poultry units.  Welsh Government issued a letter to all Local Planning Authorities in Wales in June 2018 which confirmed this position.  The letter advised that, “There is the need to exercise particular care when considering developments which would bring livestock units within close proximity to sensitive land uses such as homes, schools, hospitals, office development or sensitive environmental areas.  Importantly, while an individual intensive livestock development may be acceptable, the cumulative impacts resulting from similar developments nearby should also be taken into account.” (Source: Intensive poultry units: guidance for local planning authorities | GOV.WALES)
