Question from: County Councillor Gareth Ratcliffe Subject: Waste transfers centres vehicle access
Question:
I have been contacted by a couple of residents raising concern and anger that they are unable to go to the waste recycling centre due to only having a small van as a personal vehicle. They were told they are not allowed due to it being a commercial vehicle even though it was just rubbish from thier garden and some parts from their hobby that would not go in general waste.
This has been a problem since this scheme started and has been raised, I'm sure before.
As you know Powys has one of the lowest incomes in Wales and having 2 vehicles is a luxury not everyone can afford so it's reasonable to say some residents’ only vehicles will be a commercial one. Will PCC look at this policy to help with recycling and not persecute residents who only have this form of transport?
Minutes: Response by the Portfolio Holder:
The Household Waste Recycling Centres are provided for residents to recycle their household waste, with commercial operators not permitted to use them except for specified materials under a paid for recycling permit. Non legitimate use of these sites by traders is not only illegal but also incurs a considerable cost to the authority, which is why measures are in place to restrict this activity.
If residents do need to use a commercial type vehicle or trailer for their own household waste and recycling, all they need to do is apply for a permit which is a very simple process. This entitles residents to use the sites up to 12 times each year with full details, including terms and conditions and how to apply, on our website.
