Minutes: Response by the Portfolio Holder:
There have been three funding awards to Powys County Council as part of the Welsh Government’s Recruit, Recover, Raise Standards (RRRS): Accelerated Learning Programme. These have been to support statutory school aged learners, exam-aged learners, and post-16 learners.
The school allocations for the school-aged learners was predetermined by the Welsh Government, with 50% of the allocation based on the total number of learners, and the other 50% weighted to support learners in receipt of free school meals (FSM), who are from a black or minority ethnic background, who come from a Gypsy or Romany Traveller family, or who learn through the medium of Welsh but where English is not the first language. As the Welsh Government intended this grant to support learners across the full academic year 2020-21, the total funding of £827,957.38 was pro-rata across the two financial years 2020-21 (£482,975.19) and 2021-22 (£344,982.20). The total allocations can be viewed in Appendix 1.
The post-16 element of £188,857 specified that 97% must be allocated for sixth-form provision and 3% could be retained for ‘administration and central services with specific reference to the Recruit, Recover, Raise Standards: Accelerating Learning Programme’. The funding (97%) was allocated to all Powys secondary schools based on their number of sixth-form students. The allocations can be viewed in Appendix 2.
The exam-aged learners element of £146,986 was awarded based on the same formula as the school-aged learners element, with 50% of the allocation based on the total number of learners in the target group, and the other 50% weighted to support learners in receipt of free school meals (FSM), who are from a black or minority ethnic background, who come from a Gypsy or Romany Traveller family, or who learn through the medium of Welsh but where English is not the first language. A set amount was allocated to each Special School and Pupil Referral Unit site, with the remainder being allocated to secondary schools based on the number of their exam-aged learners. The allocations can be viewed in Appendix 3.
