Question:
For several months I have been waiting for lights to be fixed in Hay. I have reported and have been waiting since October to get the lights fixed and have been adding to the list ever since. Some of these are health and safety issues and are causing concerns especially the crossing on Oxford Road and lights in Carlsegate
Can the Portfolio Holder provide an update on the protocol on repairs to street lighting and what support there is for the service to ensure fixes are done in a timely manner.

Thank you for your question in relation to the street lighting issues within Hay on Wye. Firstly, can I take this opportunity to apologise for the delay in responding. The team have investigated the matter and there was a length of cabling damaged by a 3rd party contractor. Our engineers have excavated a joint hole to allow Western Power to install a new connection to supply the lights. WPD have come back to the team yesterday afternoon, and I can now confirm that the new supply will be installed on the 18th of March.
Appreciate this is not ideal, unfortunately this was the earliest we could get from WPD. Once this new supply is installed all lighting will be fully operational.
In terms of the protocol on repairs for street lighting: • Emergency Attendance (Initial Response) – 4 Hours • Single Light out (Initial Response & Repair) – 25 Days • Multiple Lights out Initial Response within 5 Days of report with the repair response within 20 Days (usually requires cable replacement works/civils and requires more planning)
This is excluding lights that have a Distribution Network Operator (Western Power & Scottish Power) Fault as their maximum response time for Street Lighting faults is 3 months from the date of us reporting. Unfortunately, we are unable to change the DNO’s response times as it’s a nationally agreed timeframe with all of the DNO’s and the National Grid.
We are currently recruiting into Street lighting and reviewing the structure to ensure we are able to respond to matters in a timely manner.
