    Response by the Portfolio Holder:

The Global Centre for Rail Excellence is a Welsh Government-led project that seeks to establish a train and rail track testing facility on land located within Neath Port Talbot and Powys, utilising part of the Nant Helen Open Cast Coal Site.  The project completed its Pre-application Consultation with the local community at the start of November 2020 as a precursor to the submission of two planning applications - one in Neath Port Talbot, one in Powys – both of which are awaited.  The Council has assisted supported the development of the project via a Joint Venture with Welsh Government and Neath Port Talbot Council given the project’s potential economic benefits.
