In recent weeks many residents in my ward have been asking me why some communities have large recycling bins in car parks across Brecknockshire and others don’t?  Powys has a very successful kerbside recycling system which is highly valued.  But in these times of increased home deliveries, the blue box is just too small for the amount of card which each household is accumulating. 

 

Could you tell me the cost of placing a card recycling unit in the community and why some have them and some don’t?

Community Recycling sites were provided many years ago as a means to capture recycling before the Councils kerbside collection service was available.  The Council had approximately 83 of these sites across the County, collecting a range of materials.  Following the roll out of the kerbside collection scheme these sites were, in many cases, duplicating that service and the associated costs.  As a result we carried out a review of the Community Recycling Site provision in 2016, removing a number of sites which collected paper, glass, cans and plastics (those materials that we collected at the kerbside) as well as those sites that collected a very low volume of material.

 

Some sites were left in place, mainly the ones capturing large volumes of recycling or those in the main towns around the County.

 

We haven’t purchased cardboard banks for some time but the last containers that we did were approximately £1,200 each.  There is then the servicing and maintenance costs to be considered.  You will of course be aware that we are constantly faced with having to achieve savings across the service and as a result need to regularly review our operations.  On this basis we are not in a position to increase the Community Recycling Site network or collections.
