Question:
What assessment has been made of the: (a) financial requirements, (b) staffing requirements and (c) scrutiny implications for the establishment of the new Improvement Boards? Minutes: Response by the Portfolio Holder:
The Boards will be supported within existing resources which will predominantly be staff time. The funding of the external experts will be funded through service budgets with the exception of the support to Education which will continue to be funded by Welsh Government for now.
The arrangements formalise existing arrangements so there should not be a financial or staffing pressure as a result.
There is no additional work for scrutiny. Utilising the information that is already available will strengthen scrutiny’s ability to provide assurance. Scrutiny will be able to provide value adding feedback to the Cabinet/EMT to ensure the organisation continually improves.
