Question from: County Councillor Gareth Ratcliffe Subject: 20 mph zone Hay-on-Wye
In light of Welsh Government looking to review and lower community built up area road speed to 20mph and as well as Herefordshire council consulting on lowering built up areas to 20mph zones. Can Powys
Response by the Portfolio Holder:
Thank you for your question regarding the council’s position on 20mph limits/zones.
As you will be aware it is the Council’s policy to implement 20mph zones outside of all the school that front a county road. This programme has been completed. The only other area we implement 20mph limits is on new housing estates or where it is deemed critical as part of an Active Travel Scheme we are implementing.
I note that you are familiar with the Ministers proposals to make restricted roads within Wales 20mph as opposed to 30mph. The Welsh Ministers are able to make an order to change the speed limit on restricted roads which are those that have a system of street lighting. It is therefore prudent to wait for this to develop further before considering any more 20mph limits or zones. There will be no need for a trial as the change will happen overnight and change the default limit to 20mph on all restricted roads. There is a lot of work to progress before this can be implemented however please be assured, we are working with Welsh Government on this.
