Question: The BBC have reported that the Welsh Government said "on no account" could any costs be applied to any aspects of free breakfast clubs.
Given that schools in Powys have reluctantly implemented charges based on advice given by Powys County Council, will the Cabinet Member reconsider this advice and provide schools with the funding they need to deliver the Free Breakfast Club scheme?

Advice to schools has been that schools are not permitted to use their delegated budgets to fund the extra half an hour in breakfast clubs as this is classed as childcare. It cannot impact on the school budget. Half an hour of breakfast club is free and it is up to school if they charge for an extra half hour of childcare. The Local Authority does not charge for the childcare in breakfast clubs it is up to the schools.
