Exempt The Monitoring Officer has determined that category 3 of the Access to Information Procedure Rules applies to the following items. His view on the public interest test (having taken account of the provisions of Rule 14.8 of the Council's Access to Information Rules) was that to make this information public would disclose information relating to the financial or business affairs of any particular person (including the authority holding that information). These factors in his view outweigh the public interest in disclosing this information. Members are asked to consider these factors when determining the public interest test, which they must decide when considering excluding the public from this part of the meeting.
Minutes: Resolved: to exclude the public for the following items of business on the grounds that there would be disclosure to them of exempt information under category 3 of The Local Authorities (Access to Information) (Variation) (Wales) Order 2007).

Monitoring Officers Report Minutes: The Committee considered the Monitoring Officers Report regarding the Economy, Residents and Communities Scrutiny Committee Call in of the Cabinet Decision of 19 September 2023 in which challenges were compressively responded to by Portfolio Holders and Officers.
The Committee agreed that there were no solid grounds for the original report to go back to Cabinet for reconsideration, however recommendations would be made to Cabinet for confidential discussion.
Considerable debate took place around the current polices and strategies and the Committee felt a robust system was needed to ensure the documents that govern the Councils work were aligned, reviewed, and updated in a timely manner. Ensuring versions are correctly marked and made available to the public online.
The Committee felt that the timeliness of reports and information could be improved for a thorough scrutiny process and the openness and transparency of the Council was paramount.
The Committee agreed that a number of observations and recommendations would be made to Cabinet for confidential discussion.
1. That Cabinet would not be asked to reconsider its decision of 19th September 2023; 2. that the Committee's observations / recommendations be submitted to the Cabinet for consideration.
