The Chair welcomed everyone to the meeting.

REVIEW OF TERMS OF REFERENCE PDF 548 KB To review the Terms of Reference for Powys Public Service Board following electoral cycle, as set out in the guidance of the Well-being of Future Generations Act. Minutes: The PSB considered the terms of reference. It was noted that the Chair of the Public Service Board was the Leader of Powys County Council but that this should be re-confirmed following the ordinary election of councillors. It was therefore moved and seconded and
RESOLVED that the Leader of Powys County Council, County Councillor James Gibson-Watt, be appointed as Chair of Powys Public Service Board.
The Chair asked for nominations for Vice-Chair and it was proposed and seconded and
RESOLVED that Vivienne Harpwood be appointed as Vice-Chair of Powys Public Service Board.

AGREE THE INVOLVEMENT OF INVITED PARTICIPANTS To agree the involvement of invited participated for Powys Public Service Board, as set out in guidance of the Well-being of Future Generations Act. Invited participants include currently noted as Item 2.2 within the Terms of Reference:
Minutes: It was noted that One Voice Wales should be added to the list of invited participants.

PROGRESSIVE PARTNERSHIP FOR POWYS PDF 150 KB An update from Powys County Council detailing the new Progressive Partnership for Powys.
Minutes: County Councillor Gibson-Watt outlined the new administration’s seven key priorities:
· Tackling the cost-of-living crisis, poverty and the housing emergency · Tackling the climate and biodiversity emergency · Securing the best start in life for young people · Developing prosperous towns and villages · Supporting vulnerable people · Connected Communities · Running an Open & Democratic Council
Partners welcomed the priorities and the opportunity to work with the new administration.

UPDATE SURROUNDING NEXT WELL-BEING PLAN PDF 430 KB An update surrounding the
timetable for delivery of the next well-being plan, and the
timelines involved. Reminder of workshop to be held on Thursday 7th July (1-4pm) at Radnor YFC to look to shape the high-level well-being objectives and start consideration of areas to be included within plan
Minutes: The PSB noted the timetable for the delivery of the next well-being plan by 31st March 2023. Partners were reminded that a workshop would be held on 7th July at Radnor YFC to shape the high-level well-being objectives and start consideration of areas to be included within plan.
Partners noted the importance of engaging with communities to find out what mattered to them. It was also important to make connections with the work of the Regional Partnership Board and to build on other engagement exercises such as those carried out for the Regional Economic Framework. Carol Shillabeer and Ann Watkin would get in touch with Catherine James with details.

UPDATE SURROUNDING ANNUAL PERFORMANCE REPORT PDF 85 KB An update surrounding the timetable for delivery of the Annual Report of delivery against the Well-being Plan for progress made by the PSB during 2021-22. Step leads are completing evaluations, which are being compiled and co-ordinated by Powys County Council. To be signed off at PSB held on Friday 29th July.
Minutes: Cabinet noted the proposed approach to drafting and publishing the annual performance report. It was suggested that the workshop on 7th July should look at the steps and consider whether they remained priorities.

TOWN COUNCIL REPORTS PDF 358 KB To consider annual performance reports provided by Brecon Town Council and Ystradgynlais Town Council.
Additional documents: Minutes: The PSB received annual reports from Brecon Town Council and Ystradgynlais Town Council. The Leader noted that the reports highlighted the importance of Town Councils and he asked that a letter of thanks be sent to them. He would also welcome their attendance at future meetings.
Councillor Derrick Pugh advised that he had been involved in producing a training video for the Public Services Ombudsman for Wales on the Councillors’ Code of Conduct which he would arrange to be circulated to members.

DATES OF FUTURE PSB MEETINGS Friday 29th July 2022 – 10.00am Friday 4th November 2022 – 10.00am
Minutes: The next meeting would be held on 29th July. The meeting after that was scheduled for 4th November which was during the half term holiday and consideration would be given to moving it.
