The Clerk to the Sub-Committee explained the procedures to be followed by the Sub-Committee.

Application for a licence To consider an application for a licence from Green Lizard Brew Co, Barn Business Park, Coedway, Powys, SY5 9AR Additional documents:

Representations made by: Gaynor Porter, Jennifer Maiden, Emma Rhodes, Steve Eccleshall on behalf of the Community Council and County Councillor Lucy Roberts.
The Licensing Officer presented the licensing authority’s position as outlined in the report [copy filed with the signed minutes].
Rhys Jones advised the Sub-committee that the application was for a nano brewery with a small tap room. Sales would be mainly online but with some from the tap room. In response to questions from the Sub-committee he advised that 5 to 10 people could be accommodated on site and there would be no limit to what could be consumed. In respect of a question regarding the planned open day and how numbers would be managed he advised that as a nano brewery they would be producing 300 litres per month and so could not accommodate large numbers of people.
In response to questions from the public Rhys Jones stated: · Depending on the demand a portaloo could be installed · There would be no collection of alcohol after 11pm · Other locally sourced ciders, gins and ales would be available from the tap room. The alcohol could only be consumed at the hatch in the tap room and nowhere else inside. · If planning permission was sought and approved a seating area could be provided. However, people would only be tasting the beer and then buy more to drink at home. · He needs to future proof the business and he may want to apply for seating in the future. However, he was willing to lower the opening times. · He indicated he was happy to only open on Fridays, Saturdays, Sundays and Mondays and to reduce the opening hours. · He clarified that 600 litres per month would be brewed.
In conclusion the public speakers expressed their concerns about the potential impact on them. They were also concerned about what was proposed and that this was changing depending on who you spoke to or when.
Rhys Jones concluded that he needed to get the maximum out of the business but also wanted to work with local people and was happy to change his application. He advised he was happy that tasting only should be licensed, that no beer should be sold in pints, to close at 9pm and that there should be no drinking or seating on site.
The Sub-Committee withdrew to consider, in private, the application and the evidence they had heard, with the support of the Clerk.
On their return the Chair announced their decision. In reaching the decision members took into account the relevant written and verbal representations.
