Sub-Committee procedures To receive introductions by the Chair and an explanation of the Sub-Committee’s procedures by the Principal Solicitor. Minutes: The Chair introduced the Sub-Committee and its Clerk.
The Clerk to the Sub-Committee on behalf of the Solicitor to the Council explained the procedures to be followed by the Sub-committee.

Application for a licence To consider an application for a licence in respect of Bank Cottage, The Bank, Newtown, Powys SY16 2AB Additional documents: Minutes: Premises – Bank Cottage, The Bank, Newtown, Powys SY16 2AB Applicant – Mr Graham Neil & Mrs Geraldine Warren Interested parties - Three objectors had contacted the Licensing Officer, informing him that they would be making representations largely concerning the potential for noise and anti-social behaviour.
The Licensing Officer presented the details of the application as outlined in the report [copy filed with the signed minutes]. He advised that the Licensing Section was happy with the consultation undertaken by the Applicants.
The Applicants explained that they were intending to operate as a restaurant on limited evenings each week from September. They confirmed that they would fit sound proofing end-covers on chair legs in the restaurant.
The Objector, who was present, confirmed what he had said in his letter of objection, namely, that he could hear practically everything in Bank Cottage from his flat above.
All parties confirmed they had been able to make their representations.
The Sub-Committee, with the Clerk as adviser, adjourned and considered their decision taking into account the relevant written and verbal representations.
On their return the Chair announced the Sub-Committee’s decision.
The Clerk to the Sub-Committee advised the applicant that he would confirm the decision in writing and reminded them of their right of appeal. The Applicants were advised about the review mechanism in the Licensing Act.
