Resolution to exclude the public and the press The Monitoring Officer has determined that categories 1 & 2 of the Access to Information Procedure Rules applies to the following items. His view on the public interest test (having taken account of the provisions of Rule 14.18 of the Council's Access to Information Rules) was that to make this information public would disclose information relating to:
(i) information relating to any individual
(ii) information which is likely to reveal the identity of an individual.
These factors in his view outweigh the public interest in disclosing this information. Members are asked to consider these factors when determining the public interest test, which they must decide when considering excluding the public from this part of the meeting.
Minutes: RESOLVED that in accordance with Section 100(a)(4) of the Local Government Act 1972 the public and press were excluded from the meeting on the grounds that there would be disclosure to them of exempt information under Paragraphs 12 and 18 of Schedule 12a Part 7 of the above Act in respect of the following item[s].

Application for a licence To consider an application for a vehicle licence. Additional documents:
Minutes: Applicant – VL/03/24
The Licensing Officer presented the licensing authority’s position as outlined in the report [copy filed with the signed minutes].
The applicants explained the background to the purchase of the wheelchair accessible vehicle which was related to a tender for a new contract. When purchased the vehicle was under six years old but when the licence was applied for it was nine days over this age. In response to a question they advised that the vehicle had been previously used for school transport in the north of the country. The applicants advised that the availability of good quality second hand vehicles was very limited as they are purchased very quickly after being put up for sale.
All parties confirmed that they had been able to make their representations.
The Sub-Committee withdrew to consider, in private, the application and the evidence they had heard, with the support of the Clerk.
On their return the Chair announced their decision. In reaching the decision members took into account the relevant written and verbal representations.
VL/03/24 was advised that the decision would follow in writing.
The Chair thanked all for attending.

Review of a licence To consider a review of a Joint Hackney Carriage and Private Hire Drivers’ Licence. Additional documents:
Minutes: Applicant – JD/08/24 Mr M Davies, Solicitor representing JD/08/24
The Licensing Officer presented the licensing authority’s position as outlined in the report [copy filed with the signed minutes]. The Licensing Officer referred to the report provided by the Licensing Officer, Dyfed-Powys Police.
Mr Davies presented his client’s case. The Sub-Committee confirmed that they had received the character references for JD/08/24 and Mr Davies read out a further statement. Mr Davies referred to the two speeding offences, which occurred in December 2023 and August 2024 and the Road Traffic accident in January 2024. JD/08/24 had not advised the Licensing Authority of these offences in the required timeframe. In response to a question Mr Davies advised that JD/08/24 had not reported the Road Traffic Accident or followed the driver to the garage, as they had only thought they had “touched” the car in front. It was only when they saw the video footage did they realise it was more serious.
All parties confirmed that they had been able to make their representations.
The Sub-Committee withdrew to consider, in private, the application and the evidence they had heard, with the support of the Clerk.
On their return the Chair announced their decision. In reaching the decision members took into account the relevant written and verbal representations. In addition they considered the following: · the speeding offences and accident were quite serious, · they were disappointed that JD/08/24 had failed to inform the Licensing Authority and the Police of the accident, · they were also disappointed that JD/08/24 had failed to take documents to the Police when required to do so and · they noted the good references received.
Mr Davies and his client were advised that the decision would follow in writing with details of their right to appeal.
