Declarations of interest
To receive any declarations of interest from Members relating to items to be considered on the agenda.
County Councillor J Shearer declared an interest in Montgomery Canal.
To receive a verbal update on the Local Development Plan and representations on Focused Changes.
The Chair welcomed Adrian Humpage, Senior Planning Officer, who had replaced Rebecca Young.
The Professional Lead – Planning Policy reminded members that the Cabinet had approved the Focussed Changes in December 2015. The consultation on these changes started on 29th January 2016 and closed on 11th March, 2016. 209 representations had been received from 68 representors. Officers were currently reviewing these and developing the Council’s responses. The Working Group had received a copy of these.
The Working Group noted that Mrs Nicola Gulley had been appointed as the Inspector. A letter had been received from her the previous day where she outlined the following areas of concern based on her preliminary reading of the LDP and supporting documents:
· Housing Requirement and Supply
· The Provision of Affordable Housing
· Gypsy and Travellers Accommodation Need
As a result of the above the Inspector had been arranged for an exploratory meeting on 10th May, 2016 to allow her to establish the Council’s intentions in respect of these matters and for her to make recommendations about how the examination should proceed. It was noted that this meeting would be advertised and held in public, but the public could only observe.
In addition to the above the Welsh Government had responded to the Focussed Changes. Its concerns reflected those of the Inspector and also included:
· Employment land
· Commercial viability
· Renewable energy issues
It was noted that officers were meeting with Welsh Government officers on 8th April, 2016.
The Working Group discussed the concerns raised. The Professional Lead – Planning Policy advised that some the evidence would be updated, reviewed and where necessary presented in a different way.
The Working Group agreed that after the meeting on 8th April, 2016 officers would:
1. forward to the Programme Officer the actions agreed at the meeting with the Welsh Government, asking her to share these with the Inspector, if appropriate;
2. send a briefing note to Councillors to update them on the current position and
3. collate the responses to the Focussed Changes into the various subject areas for the Working Group’s consideration.
