Gambling Act Policy three year review PDF 125 KB To consider the report. Additional documents: Minutes: The Committee considered the report regarding the Gambling Act Policy. The current Powys Statement of Principles was approved by Committee in 2018 and has been effective since 1 January 2019. The authority is required to consider the policy and update it, where appropriate, so that a revised policy is in place ready for 1 January 2022.
The Committee noted that although no major revisions are required a statutory four week consultation needs to be undertaken. If relevant comments are received a further meeting of the Committee will be required. If no relevant comments are received the new policy will be published.
Resolved To approve the revised Gambling Act 2005 policy as set out in Annex A [attached to the agenda] to go for consultation. If no relevant comments are made, it will be published in readiness for 1 January 2022, any relevant comments will require a further meeting for members to consider. |

Impact of Covid on Licensing PDF 143 KB To receive the report. Minutes: The Committee received a report on the impact of the pandemic on the work of the Licensing Team in Powys County Council. The Committee noted the workload of the Team and the way it had worked with licensees.
County Councillor H Lewis joined the meeting, as his previous meeting had overrun.
The Committee noted that in respect of the Welsh Government hospitality guidance that the Team would educate and advise licensees in the first instance. The Senior Licensing Officer advised that this would be followed by warning letters to highlight non-compliance. If non-compliance continued, as a last resort the authority would then issue the statutory improvement notices and closure notices.
In response to a question regarding the recent letter to licensees regarding the serving of alcohol to drunk patrons, the Senior Licensing Officer advised that due to concerns raised in the Newtown area, the Police Licensing Officer sent a letter to all licensees in Powys reminding them that it is an offence to serve a drunk patron. The Senior Licensing Officer advised that licences can be reviewed at any time when evidence is available which indicates that the premises is not complying with the licensing objectives.
