(a)       County Councillor G Williams declared a prejudical interest in application P/2018/0621 because he knew Mrs G. Cleaton.

 

 (b)      County Councillor L Corfield requested that a record be made of her membership of Forden with Leighton & Trelystan Community Council where discussion had taken place of matters for the consideration of this Committee and she had withdrawn from the meeting.

 

 (c)       The Committee noted that no Member (who is a member of the Committee) would be acting as ‘local representative’ in respect of any application on the agenda.

 

(d)       The Committee noted that no Member (who is not a member of the Committee) would be speaking as the ‘local representative’ in respect of any application on the agenda.

In response to a question the Principal Planning Officer advised that if the developer failed to comply with the landscape conditions  enforcement action  could be taken in respect of the breach of conditions. 

 

The Principal Planning Officer advised that amended landscape plans had been received the previous day and therefore advised that if the Committee was minded to approve the application it was recommended that conditions 1 and 7 be amended to refer to the correct landscaping plan number.  She advised that some of the landscaping was located near to the development and so asking for the landscaping, in this area, to be undertaken prior to the commencement of the development may result in some of this being damaged during the development.  The Professional Lead for Development Management advised that if the Committee was minded to approve the application the condition regarding landscaping could be reworded to refer to the phasing of the landscaping and asked that this be delegated to him.

 

The Committee noted that the landscaping plan referred to hedgerows, woodlands and tress of various sizes.  It was noted that the landscaping would be monitored for five years after the completion of the development and during this period any landscaping which failed would need to be replaced.  After, the five years, the hedgerows etc. would be protected by other legislation.

 

The Environmental Information submitted with the application was considered in full in the determination of the application.

 

RESOLVED:

Reason for decision:

that the application be granted consent, subject to the conditions set out in the report which is filed with the signed minutes and subject to conditions 1 and 7 being amended to refer to the landscaping plans received on 3 October, 2018 and that it be delegated to the Professional Lead for Development Management to reword the condition regarding the landscaping to refer to the phasing of the landscaping.

To receive the Planning Inspector's decision regarding an appeal.

The Committee received a copy of the Planning Inspectorate’s letter regarding the appeal in respect of application P/2017/0600 - Land south of Broncafnent Lane, Llanfair Caereinion.  The Committee noted that the Inspector had dismissed the appeal.  In addition, the Committee noted that the Planning Inspector had also refused the application for an award of costs in respect of this appeal.

To receive for information a list of decisions made by the Head of Regeneration and Regulatory Services under delegated powers.

 

Minutes:

The Committee received for information a list of decisions made by the Head of Regeneration and Regulatory Services during the period between 6 and 28 September, 2018.

 

The Committee noted that 18/0321/DIS Clyro Church in Wales School [page 13 of the Supplementary Agenda] should not be on the list, as this application had been considered by the Committee at the previous meeting.

 

 

In response to comments about the new format of the delegated list and also the planning applications website, the Professional Lead for Development Management advised that a new computer system had been introduced.  The Committee agreed that an officer should provide a demonstration for the Committee on new system.

 

The Committee received information regarding the meeting on 10 & 11 October, 2018 regarding the village green application.
