Minutes: Cabinet considered the proposal paper in respect of Llangedwyn C. in W. School to commence the statutory process to close the School from 31 August 2024 with the pupils to transfer to Llanfechain C. in W. School.
Cabinet noted the comments received in an email from Councillor Aled Davies, local member. He raised a concern that a recent application by a parent to transfer a child to Llanfechain School had been refused and hoped that parental choice would not be stopped. It was confirmed that an application for admission to a school was a separate process and any application had to adhere to the Admission Code. It was confirmed that if the proposed change went ahead Llanfechain School would be two pupils over capacity in September 2024. The Council would work with the school and governing body to address this and it was noted that over time the projected numbers for the current Llanfechain School were to fall. It was confirmed that free school transport would be provided to those current pupils of Llangedwyn School who live closer to Llangedwyn School. In respect of the maintenance backlog at Llanfechain it was confirmed that this would be reviewed as part of the maintenance improvement programme and that it should also be noted that the long term plans for this school area is a new school.
RESOLVED that Cabinet: approves commencing the statutory process on the following proposal: · To close Llangedwyn C. in W. School from the 31 August 2024, with pupils to transfer to Llanfechain C. in W. School. |

To consider a report by County Councillor Jake Berriman, Cabinet Member for a Connected Powys. Additional documents:
Minutes: Cabinet was asked to approve the Powys Local Development Plan Annual Monitoring Report (AMR) 1 April 2022 to 31 March 2023 (AMR 2022) in readiness for its publication and submission to the Welsh Government no later than 31 October 2023. The AMR assesses the extent to which the plan’s strategy and key policies, sites and infrastructure requirements were being delivered.
Monitoring is a continuous cycle with AMR 2023 being the 4th AMR considered by Cabinet. AMR 2023 demonstrated that the adopted Local Development Plan [LDP] was largely delivering on the targets monitored, demonstrating overall effectiveness of planning policy. Housing growth on allocated housing sites has been disappointing but overall numbers this year are healthy despite the restrictions arising from the phosphates issue. Low numbers in previous years had triggered the formal review of the adopted LDP, now referred to as LDP2. It was noted that a report would be received by Cabinet on this and the need of the Corporate Joint Committee [CJC] to also produce a Strategic Development Plan and acknowledging that resources are not available to do both.
RESOLVED that Cabinet: approve AMR 2023 in Appendix 1 with Annex 1 and Annex 2 in order for the AMR to be submitted to the Welsh Government by 31 October 2023 in accordance with the relevant legislation. It will be published concurrently on the Council's website. |

Minutes: Cabinet considered the Strategic Risk Register Report Quarter 1 2023/2024. It was noted that consideration of the escalation of the risk detailed under point 3.8 to the Strategic Risk Register would be considered in the closed session, due to the commercial sensitivity of the issue.
RESOLVED that Cabinet notes the current Strategic Risk Register and is satisfied with progress against mitigating actions for quarter 1, approves the de-escalation of CS0091 (detailed under point 3.5) and the closure of PCC0003.
The resolution above will ensure: • Appropriate understanding and management of strategic risks which could prevent us from achieving our objectives • A risk managed approach to decision making and good governance of the Council. |

Exempt Item The Monitoring Officer has determined that category 3 of the Access to Information Procedure Rules applies to the following items. His view on the public interest test (having taken account of the provisions of Rule 14.8 of the Council's Access to Information Rules) was that to make this information public would disclose information relating to the financial or business affairs of any particular person (including the authority holding that information).
These factors in his view outweigh the public interest in disclosing this information. Members are asked to consider these factors when determining the public interest test, which they must decide when considering excluding the public from this part of the meeting.
