Declaration of a Revised Powys ECO Flex 'Statement of Intent' to allow private sector households in fuel poverty access to heating upgrades & home energy efficiency improvements available under ECO3 pdf icon PDF 597 KB

Cabinet considered a report seeking approval to declare and publish a Powys ECO 3 ‘Statement of Intent Version 2,’ allowing fuel poor private sector household’s access to home energy efficiency improvements, delivered by energy providers and their agents. The Council would outsource management of the assessment service for ECO3 to an external organisation. This would provide an independent assessment and employ a robust vetting and checking process for client applications. The scheme would be delivered at nil financial cost to the Council.

 

The report had been subject to Scrutiny Committee review and amended to take account of its recommendations to Cabinet. In addition, Powys Plumbing Group had presented Scrutiny Committee with written questions, these were answered and were included in an appendix to the report. In response to a question submitted by Powys Plumbing Group just prior to the meeting, the Corporate Director Economy and Environment advised that there was no intention to broaden the ECO3 scheme to a wider group of householders. He offered to discuss this with the group outside of the meeting.

 

RESOLVED that Powys make an ECO Flex ‘Statement of Intent’ declaration as set out in Appendix 5 to the report to help eliminate F & G Energy Performance Certificate rated properties and reduce the risk of residents living in fuel poverty in Powys - allowing private sector households living in poorly insulated properties, access to ‘A’ rated heating systems, insulation and home energy efficiency improvements funded via the Energy Company Obligation (ECO3).

Cabinet received a report on the temporary body storage facility that had been established at Wyeside Enterprise Park at Llanelwedd. The facility which was being funded by Welsh Government would be used to supplement the existing mortuary capacity within the county and had not yet been put into use. The team who had delivered the project so quickly were commended.

Edtech Programme update (including Covid-19 response) pdf icon PDF 692 KB

To consider a report by County Councillor Graham Breeze, Portfolio Holder for Corporate Governance and Engagement and County Councillor Phyl Davies, Portfolio Holder for Education and Property.

Minutes:

Cabinet received a  report on the Welsh Government’s education technology programme (Edtech). The Council had received approximately £2.4 million in the FY2019/20 and would be allocated £1.16 million in FY2020/21. The funding would be used to equip schools with the new EdTech equipment which would ensure all schools were working towards the Education Digital Standards published on Hwb and lay the foundations for a sustainable digital education infrastructure which was key to the future of learning in Powys.

 

Due to the outbreak of the Covid-19 pandemic some of the funding had been used to purchase laptops and mobile wifi to support digital learners to access remote learning through the Hwb platform.

 

The Leader acknowledged the work of everyone involved in ensuring that learners were able to access remote learning.
