Question: Please will County Council, clarify that which I have been told.
For the next 3 years, there will not be any social housing grants, as this budget has been transferred to Extra Care Grants.
Please can you confirm whether or not, this is true?
If yes, when was the decision taken, and was it for any particular Extra Care Project?

I refer to your email of the 10th December regarding Social Housing and Extra Care Grants. I apologise for the delay in responding.
The grants allocated for social housing and Extra Care are the same and come from Welsh Government. There is the Social Housing Grant, or Housing Finance Grant for housing associations, and Affordable Housing Grant for Council housing.
The allocations are made taking into consideration housing need and the strategic priorities of the Council. The accommodation for an ageing population market position statement, has clearly identified a need for Extra Care in Powys:
This is therefore a strategic priority for Powys County Council and reflected in Vison 2025.
The award of grant per development is recorded on the Programme Development Plan, which is approved by the Welsh Government. In acknowledgement of the market position statement, Powys Teaching Health Board and Powys County Council secured additional capital funding for Extra Care via the Intermediate Care Fund.
Currently there are two Extra Schemes in the Programme Development Plan, namely Neuadd Maldwyn in Welshpool and Pont Aur in Ystradgynlais. Extra Care has been prioritised; however, there are also Housing Association schemes in the Plan, which include the Brecon Law Courts scheme by Melin Housing Association.
You will also be aware that the Council are building new Council houses, the intention is to build 250 new council homes by the end of 2023. These new Council homes, will be financed by the Housing Revenue Account and Affordable Housing Grant from Welsh Government.
