Minutes: County Councillor J Gibson-Watt declared that he knew the family. County Councillor J Berriman declared an interest as the tenant was the daughter of the previous ward councillor. |

Exempt Items The Monitoring Officer has determined that categories 1 & 3 of the Access to Information Procedure Rules applies to the following items. His view on the public interest test (having taken account of the provisions of Rule 14.8 of the Council's Access to Information Rules) was that to make this information public would disclose information relating to:
(i) information relating to a particular individual
(ii) information relating to the financial or business affairs of any particular person (including the authority holding that information).
These factors in his view outweigh the public interest in disclosing this information. Members are asked to consider these factors when determining the public interest test, which they must decide when considering excluding the public from this part of the meeting.

Glanyrafon Farmhouse To consider a report by the Leader, County Councillor James Gibson-Watt. Additional documents:
Minutes: Cabinet considered the report regarding Glanyrafon Farmhouse. In response to comments the Head of Legal Services and Monitoring Officer advised that although the report was regarding an operational issue, it was being considered by Cabinet, because the previous report regarding virement had been considered by Cabinet.
County Councillor G Mitchell, Chair County Farms Working Group indicated that although the Working Group and Scrutiny Committee had been advised they would receive the report, neither had done so, as the report was not ready. County Councillor Aled Davies spoke as the Leader of the opposition and questioned the additional revenue costs for the Council but acknowledged that the proposal was the right one for the tenants. County Councillor G E Jones spoke as the local member and supported the proposal.
RESOLVED that Cabinet approves that the dwelling be reinstated and the capital budget set out in paragraph 4.1 of the report be allocated to fund the project by the Head of Finance.
